260      PERMITS/BONDS

 

Permits are required by the County Commission for the purpose of identifying responsible parties who perform work on ANY public dedicated right-of-way. This identification allows the Road & Bridge Department to more evenly and consistently enforce the requirements of these policies and procedures upon all persons who perform work on county right-of-way.


The following permits are required by these specifications. References are made to other parts of the Policies and Procedures and other Regulations as appropriate. Permit fees and Bonding requirements of these specifica1ions shall not apply to public utilities or other public agencies. Private contractors under contract with public utilities or public agencies are not exempt from these fees or bonding requirements.

 

260.1.              Permit for Roadway Construction.        Prior to beginning construction of any new roadway or reconstruction, resurfacing or repair of any new roadway or reconstruction, resurfacing or repair of any roadway (as allowed by these specifications) the developer and/or contractor shall obtain a permit from the Road and Bridge Department. One permit may be obtained for work considered as one project and including an entire roadway length or platted subdivision, at the discretion of the Road & Bridge Superintendent.

 

FEE:                 As prescribed by the Pettis County Commission.

BOND:            See Pettis County Subdivision Regulations.

 

260.2           Work on County Right-of-Way.        A permit shall be obtained from the Road and Bridge Department prior to performing any clearing, grading, shaping, excavating or any other work within publicly dedicated right-of-way except that a property owner may perform mowing, spraying, clearing, or brush cutting work on county right-of-way directly adjacent to their property without a permit [see also Section 330 Brush/Vegetation Control]. All utility locates on county rights-of-way are the responsibility of property owners or contractors performing work. Work on County rights-of-way adopted under the Adopt-a-Roadway program shall not require a permit. A bond or cash security may be required to be provided to the County Commission in an amount to be established by said department to ensure that the disturbed right-of -way is repaired to its original condition. BOND or Cash SECURITY:               As required.

 

260.3         Driveway Entrances/Culverts.        A permit shall be obtained from the Road and Bridge Department prior to constructing residential or commercial entrance (temporary or permanent) onto any county right-or-way. (see also Section 240 Driveway Entrances/Culverts)
