Definition-Maintenance is defined as the preservation and
upkeep of a road or street including all of its elements, in a condition as
near as is practical to the original constructed condition.
Limits
of Maintenance. Routine maintenance funds shall be used only
for the restoration and repair of the travel way to the safe and usable
condition to which it was constructed and for limited roadside maintenance such
as mowing the shoulders of the road, cutting brush, filling shoulder washes,
cleaning ditches and backfilling slides or washouts.
Physical
Maintenance. The following routine maintenance operations,
replacement, and minor additions, although not all inclusive, are considered to
be physical maintenance.
Roadway Surfaces
Scarifying, reshaping, and restoring material losses.
Applying dust palliatives.
Patching, repairing, surface treating, joint filling, and
mudjacking on bituminous or concrete or bituminous pavements with bituminous
material.
Replacement of traveled way and shoulder replacement of
unsuitable base materials in patching operations.
Roadway and Drainage
Reshaping of drainage channels and sideslopes.
Restoration of erosion controls.
Cleaning and repairing culverts.
Mowing, tree trimming, and tree removal.
Replacement of curb, gutter, riprap, underdrain, and
culverts
Structures
Cleaning, painting, and repairing.
Replacements of rails, floors, stringers,
and beams.
Replacement of walls and abutments.
Notification
to the Public. The Road and Bridge Department shall
make every effort to notify the public of all maintenance operations that will
be of inconvenience to the normal uses of the roadway by normal traffic.
330.1 Granular
Surfuced Roadways. General maintenance on granular surfaced roadways
shall include grading and rocking as deemed necessary by the department. Annual
maintenance shall include ditching, mowing, clearing of culverts, etc. as time
and budgetary constraints allow.
330.1.1 Dust
Control Treated Roadways. Grading and rocking of dust control
treated roadways shall be minimized in an effort to maintain the
effectiveness of the dust control products. Most grading and rocking on these
roadways shall occur ill the spring months prior to dust control applications
and during the winter months as necessary.
330.2 Asphalt
Surfaced Roadways. General maintenance on asphalt surfaced
roadways shall include pothole patching, and/or overlay operations. Annual
maintenance shall include sweeping of cinders, shoulder repairs, ditching,
mowing, clearing of culverts, etc. as time and budgetary constraints allow.
330.3 Concrete
Surfaced Roadways. General maintenance on concrete
surfaced roadways shall include remove and replace patching operations, sub
grade repair as necessary, curb repairs, joint sealing, and resurfacing as
necessary. Annual maintenance shall include sweeping of cinders, shoulder
repairs, ditching, mowing, clearing of culverts, etc as time and budgetary
constraints allow.
330 .4 Brush/Vegetation
/Control. To provide for the safe travel
on all roadways, the following minimum standard of brush control shall
apply to all county maintained roadways.
1. No brush,
limbs or undergrowth shall protrude onto the driving surface of the roadway.
The driving surface of the roadway is defined
as the surface of the roadway between the center line of the ditches and shall
include vertical clearance of a minimum of + or - 15 feet.
2. Road and Bridge
Department shall attempt to mow all road right-of-way in the county deemed high
volume roads and areas with limited sight distance.
Property
owners shall be allowed to perform brush control operations conforming with
county brush control standards on road right-of-way directly adjacent to
their property and/or for a thirty (30) foot distance on road right-of-way
centered on their mailbox if not directly adjacent to their property. Property
owner shall be responsible for cleanup/removal of all debris cut by their
operation.
Non-property
owner restrictions in this section do not apply to the County of Pettis Road
and Bridge Department or to the Pettis County Johnson Grass Weed Control Board,
which are granted universal authority to eradicate noxious or undesirable weeds
through spraying or removal along the right-of-way.
Persons other
than adjacent property owners shall be allowed to perform brush control
operations on road right-of-way along properties other than their own only
with the express written permission ofthe adjacent property owner (s) and
issuance of a permit by the Road and Bridge Department [see also Section 260
Permits/Bonds]. Persons performing brush control on other property other than
their own are responsible for cleanup.
330.4.1 Brush/Vegetation Control - Major
Road Improvements.
Prior to
completion of reconstruction or upgrading, of any county roadway, the following
restriction or standards shall apply dependent upon roadway classification:
Collector Roads/Streets: All
collector roads/streets shall have a minimum maintained obstacle free zone of
five (5) feet in width extending beyond the ditch line on each side of the
roadway, except for mail/news boxes. (Based on construction of typical section)
Arterial Roads/Streets:
All arterial streets shall have a minimum
maintained obstacle free zone of ten (10) feet in width roads extending beyond
the ditch line on each side of the roadway. (Based on construction of typical
section)
Appropriate
roadside standards shall be adhered to in the design of major road improvements.
The designer and/or design consultant shall be required to make conscious
efforts to minimize impact on roadway landscapes. Maintenance efforts shall be
consistent with the design standards.
330.5 Traffic
Services
330 .5.1 Snow
& Ice Control. Snow maintenance will be provided by the
Road/Bridge Department on
all county maintained roads and streets. Priority roads and streets will be
identified so far as practical. Non-priority snow removal services will be
provided as time, equipment, and personnel will allow.
330.5.2 Traffic
Control. Traffic Control services shall consist of
painting of pavement stripes
and markings, painting, repairing and/or replacement of signs, guardrail, etc.
and shall be consistent with the requirements of the Manual on Uniform Traffic
Control Devices (MUTCD).
330.6 Minimum
Maintenance Roads
Definition-Minimum Maintenance shall be defined as
providing only those activities and services required for the usage by farm
machinery and occasional use by passenger or farm vehicles.
Minimum
Maintenance Roads are not intended to be school bus or mail routes (other than
local for one or two properties).

control, or surfacing materials at County expense.

Limits
of Maintenance. Snow plowing, placement of any surfacing
material, including gravel or crushed rock and mowing of the roadway is not
required for this classification; roadway mowing may be necessary in order to
provide for safety at intersections with higher classification County
maintained roadways. The county shall
provide for grading of the roadway, at adjoining property owners request, not
to exceed two (2) times per year and only as a maintenance operation.
Replacement Structures. Any defective bridge or culvert or other such structure on, in, over or under the roadway may be removed and not replaced in order to protect the public safety.
